Distort with Photoshop

Didn't have anything to write so took a picture like the one below



















Open the picture in Photoshop

Select Filter->Distort->Twirl

Do this n number of times to get the below picture




Another attempt

Select Filter->Distort->Wave ,Select Type as Triangle to get the below effect
